Consolidated Fund (समेकित निधि)
After deducting the total expenditure from the receipts of the consolidated fund, the deficit is estimated at Rs 15,103.89 Crore.
Net Receipts from Public Account (लोक लेखा से शुद्ध प्राप्तियां) – 5,500 Crore
Net Receipts of all Transactions (Incoming Revenue – Outgoing Expenditure) Is Rs = Minus (- 9,603.89 Crore)
Revenue Saving – (राजस्व बचत) – is estimated – 74,147.07 Crore.
Fiscal Deficit (राजकोषीय घाटा) – 86,530.51 Crore. Means 3.46 % of Gross State Domestic Product of 2024-24 (GSDP)
Total Expenditure – 7,36,437.71 Crore, Total Receipts – 7,21,333.82

Important Details of Budget 2024 –
Law and Order
1. 3 Women Battalions are established in Lucknow, Gorakhpur and Badaun District, 5 New PAC Battalions established in Balrampur, Jalaun, Mirzapur, Shamli and Bijnor.
2. 06 Division of the UP Special Security Force has been formed.
3. Cyber Crime Police Stations works in all 75 districts of Uttar Pradesh.
Health Sector (Proposed Budget)
1. National Rural Health Mission – 7350 Crore Rupees alloted.
2. For establishment of Health Wellness Centre care unit – 962 Crore (Rural + Urban)
3. Ayushman Bharat Chief Minister Jan Arogya Abhiyan – 300 Crore.
4. PM Matru Vandana Yojana – 322 Crore
Medical Education
1. Total Medical College in UP is – 65 out of which 35 run by State Govt and 30 by Private Sectors.
2. B.Sc Nursing Colleges were increased from 6 to 29 in Govt Sector.
3. 125 Crore provision for Free medical facilities for incurable diseases.
4. 400 Crore proposed for New Medical College in Varanasi
5. At present 2110 Ayurvedic, 254 Unani and 1885 Homeopathy Hospitals are run in State.
6. Proposed Work in Budget 2024-25. Complete the construction of Mahayogi Guru Gorakhnath Ayush University Gorakhpur and establishment of new Government Medical College of Ayurveda in Ayodhya and Government Homeopathy Medical College in Distt Varanasi.
Infrastructure and Industrial Development
1. Establishment of BIDA (Bundelkhand Industrial Development Authority)
2. Total 6 Defence Nodes establishment Plan in UP. Out of 6 Nodes allotment of 3 Nodes has been completed.
3. 250 Crore is proposed for – attracting FDI investment by Fortune 500 Companies + Fortune India 500 Companies (under State Incentive Policy 2023 for Foreign Direct Investment).
4. 4000 Crore is proposed for distribution of Tables/ Smartphones (25 Lakh Distributed) under Swami Vivekananda Youth Empowerment Scheme.
5. 2057.76 Crore proposed for Ganga Expressway
6. 500 Crore for Linking Agra- Lucknow Expressway to Purvanchal Expressway.
7. 400 Crore of Atal Industrial Infrastructure Mission.
Namami Gange and Urban Water Supply
1. 22,000 Crore for Jal Jeevan Mission.
2. 1020 Crore for Mukhyamantri Laghu Sichai Yojna.
Air Connectivity
1. Airport developed in Aligarh, Azamgarh, Moradabad, Shravasti and Chitrakoot and work under construction at Sonbhadra and Sarsawa.
2. 1150 Crore allotted for Jewar International Airport.
Energy
1. Under UP Solar Energy Policy 2022 in the upcoming 5 years, 22000 MW generation target is set. At present 2600 MW projects are running in the state.
2. 328 MW Solar Rooftop projects are established.
3. Model Solar City in Ayodhya and Varanasi.
4. 100 Crore for PM Kusum (Solarisation of Pump Sets).
5. 60 Crore for implementing the UP State Bio Energy Policy, 2022.
Housing and Urban Planning
1. 3000 Crore for CM Urban Expansion/ New Cities township building.
2. 914 Crore for RRTS (Meerut – Ghaziabad) state portion.
3. 395 Crore for Kanpur Metro and 346 Crore for Agra Metro Project as state portion.
Urban Development
1. PM Awas Yojna – 3948 Crore (17.65 Lakh beneficiary in UP from this Policy).
2. 4500 Crore for Amrut 2.0 (Start in 2021).
3. 2500 Crore for Mahakumbh Mela in 2025.
4. 800 Crore for CM Green Road Infrastructure Development Scheme (Urban).
5. 1000 Crore for New Scheme Urban Flood and Smart Water Drainage Program.
6. 400 Crore for State Smart Cities
7. 400 Crore of Kanha Goshala and Beshara Pashu Asshray.
Village Development
1. PM Awas Yojna (Gramin) – 2441 Crore (34.14 Lakh beneficiary in UP from this Policy).
2. 1140 Crore for CM Awas Yojana (2.03 Lakh houses built under this scheme).
3. 5060 Crore for National Rural Guarantee Scheme.
4. 3695 Crore for Rashtriya Gramin Aajivika Mission
5. 3668 Crore for PM Gram Sadak Yojana.
Panchayti Raj
1. 4867.39 Crore for Swachh Bharat Mission (Gramin)
2. 33 Crore for UP Matra Bhumi Yojana.
3. 33 Crore for Gramin Stadium and Open Gym.
Agriculture
1. Total reported area in the State is 241.70 Lakh Hectares, out of which farming is done in 160.95 Lakh hectares. Target to achieve a growth rate in agriculture in the state is 5.1 percent.
2. 2400 crore for concessional rate electric supply to private tubewells.
3. 3 New Schemes Launched – State Agriculture Development Scheme, World Bank assisted UP Argi Scheme and Automatic Weather Station – For Automatic rain gauge establishment worth Rs 200 Crore, 200 Crore and 60 Crore respectively.
4. New Scheme Named Mukhyamantri Khet Suraksha Yojana is proposed in this budget for Rs 50 Crore.
Dairy Sector
23 Crore for extension to New Dairy (30 thousand liter per day to 1 lakh liter per day) in Mathura Distt.
Fisheries
190 Crore for PM Matsya Sampada Yojna (2020 to 2025)
MSME
1. New Scheme – CM Yuva Uddami Vikas Abhiyan. Proposed fund 100 Crore for education and training of youth for self employment.
2. To promote Industrial institutions 10 Pleze park is established in the State. (Under Progress)
Handloom
1. Target of 40000 employment generation in textile sector.
2. Under PM Mega Integrated Textiles and Apparel Program 1000 Acre area is passed for development of Mega textiles parks – 200 Crore is proposed for this work.
3. 150 Crore for establishment of National institute of fashion technology in Distt Varanasi.
Education
1. Operation Kayakalp – 1000 Crore Rupees proposed
2. Digital Library in rural area – 498 Crore Rupees proposed
3. 516.64 Crore for Samagra Shiksha Program in Secondary Classes for Smart Class and ICT Labs.
4. 4 Crore for Gorakhpur Sainik School
Tourism
37.90 Crore tourists visit Uttar Pradesh during the year 2023.
Forest and Environment.
1. At Present tree cover in UP is 9.23 percent for the geographical area of the state. The target is to increase forest cover and tree cover to 15 percent by the year 2030.
2. Plantation target proposed for year 2024 is 35 Crore saplings. (In year 2023 the target was set for 35 crore but the state achieved 36.16 crore milestone).
3. 48.94 Crore for Project Tiger and Project Elephant.
4. 50 Crore proposed for establishment of Kukrail Night Safari Park in Kukrail forest located in Lucknow Distt.
Others
1. 100 Crore for under construction National Law University in Prayagraj.
2. 5129 Crore for Nutrition Program
3. 700 Crore for Kanya Sumangla Yojana.
4. New Scheme Sant Ravidas Shiksha Protsahan Yojna is Launched after merging two existing programmes like Sant Ravidas Shiksha Sahayata Yojna and Medhavi Chatra Puraskar Yojana. Proposed amount is – 58.46 Crore
5. 1000 Crore for Mukhyamantri Krishak Durghatna Yojana.
